Webb Wheel Seeks Duties on Brake Drums Imports

On June 20, 2024, Webb Wheel Products, Inc. filed a petition with the U.S. Department of Commerce for the imposition of antidumping and countervailing duties on imports of Certain Brake Drums from China and Turkey. This action aims to address the alleged unfair pricing practices and government subsidies benefiting foreign manufacturers.

Scope of the Investigation

The investigation covers brake drums made of gray cast iron, whether finished or unfinished, with an inside diameter between 14.75 inches and 16.6 inches and weighing over 50 pounds.

Key points include:

  • Unfinished brake drums are those partially machined but not installation-ready.
  • Finished and unfinished brake drums remain within the scope even if processed further in third countries or the U.S.
  • Inclusion criteria involve drums imported individually or with non-subject merchandise (e.g., a hub), assembled or unassembled.
  • Exclusions: Products already under AD and CVD orders on certain chassis and subassemblies from China, and composite brake drums containing more than 40% steel by weight.

The petition seeks to rectify what Webb Wheel claims are unfair trade practices that harm the U.S. brake drum industry. By imposing duties, the petition aims to level the playing field for domestic manufacturers against foreign competition benefiting from dumping and government subsidies.
